Abstract

In the dynamic field of urban planning, the significance of citizen participation in shaping spatial plans has grown substantially. Research exploring the significance of public participation in planning has become increasingly vital, highlighting the need to understand citizen’s contributions to the planning process. This study investigates the community engagement experiences of citizens in the development of a local plan, with a focus on Gaborone City, Botswana. With data that was collected through online interviews through Zoom, conducted in twelve neighborhoods between March and April 2024, which were recorded and transcribed, the study presents challenges articulated by residents about their participation in spatial planning. In addition to interviews conducted with residents, an online interview was also conducted with an employee of Gaborone City Council in April 2024. Using data coding facilitated by Atlas. ti, it was observed that residents demonstrated a lack of understanding about spatial planning, limited capacity for participation, and ignorance concerning the ongoing development of a local plan. The experiences of residents underscore the urgent need for action by the local authority to address the knowledge gap, enhance communication channels, and adopt diverse communication methods that can effectively engage all residents and facilitate their participation.
