The Vision Committee's charge:

A Study Committee needs to assess the major elements and characteristics of the City of Portland which, combined, comprise the essence of the City's character and lifestyle of its residents, and what the character and lifestyle should be in the foreseeable future. Taking that assessment, the Committee shall analyze the elements of change expected for Portland in the next 20-30 years and design a context for evaluation of the current Draft Comprehensive Land Use Plan and other future planning efforts ... such a context may be labeled a 'Vision for the City'.
