This memorandum pulls together some starting points at the policy and technical level for how to get the rest of the way to a ZERO Option. Based on the analysis done to date there are a variety of ways to get to a very defensible ZERO Option. Using a conservative set or assumptions the need for a negative 6454 acre "expansion" of the UGB in 2015 can be demonstrated.
