Abstract

This research examines the government housing policies and the performance of the housing market in AbuDhabi City. AbuDhabi City and other cities in United Arab Emirates were among the poorest cities in the world about thirty years ago but the new wealth from oil production which started during the early 1960s changed that fact completely. AbuDhabi City, the capital of U.A.E., experienced the most dramatic change in the country as it went through a massive urban transformation. Housing the city's rapidly growing population became among the top priorities of the government and this led to the adoption of many housing policies.

This research uses a descriptive method to analyze the housing situation in AbuDhabi City. The analysis covers the history and location of the city and the socio-economic changes. The thrust of the analysis focuses on four different issues used to evaluate the government housing policies and the performance of the housing market in the city. The first issue examined is the extent of the government involvement in the city's housing market. The second issue examined is the influence of these housing policies on the quantity and quality of housing produced since 1970. Housing affordability and housing efforts is the third issue examined in this research. The final issue analyzed is the changes in crowding and utilization rates of the housing stock. This housing analysis is done using secondary data collected mainly by the government.

The findings confirm that the government in AbuDhabi City is heavily involved in the production, consumption, financing, and pricing of housing in the city. In addition, the results show the extent of the government's influence and control over the quantity and quality of housing produced since 1970. Furthermore, the findings confirm that the rental market in AbuDhabi City is not affordable to most households that do not get free housing or subsidizes from the government. The housing effort analysis shows that the majority of the housing stock in the city is not affordable to non-citizen households. Finally, crowding and housing utilization rates are high in the city indicating harsh housing conditions for many households.
