Abstract

This practicum explored the application of Public Participation Geographic Information Systems (PPGIS) to better understand user conflict on the Upper Rogue River, particularly tensions surrounding the use of jetboats. Partnered with Oregon’s Kitchen Table (OKT), who specialize in public engagement within the Hatfield School of Governance at Portland State University, the project supported Oregon state agencies’ effort to gather community input. The practicum consisted of two components - field work and Geographic Information Systems (GIS) analysis. Field work involved traveling to southern Oregon to work as a part of OKT public engagement team at community events and conversations, using a poster-sized map to encourage public conversation and survey participation. The GIS component focused on digitizing spatial data from both physical maps and survey responses. Filtering approximately 2,000 survey submissions, mappable location data was extracted from open-ended textural responses about where river users engage in activities. This resulted in 78 maps, four were included in the body of OKT’s final report and the remainder in the appendix. A key takeaway from this practicum was that mapped results were driven by how survey questions were designed. While the survey captured where activities occurred, it did not directly ask where conflict happened. To better capture spatial understanding of user conflict, PPGIS should be integrated in both survey design and data collection process.
