The Committee assignment for this study of "Non-Commercial Television in Oregon" includes this charge from the Research Board:

"A study committee should be formed to examine and report on noncommercial television in Oregon. It should consider how non-commercial television can realize more. of its potentiality for meeting the needs of the community. The Committee's principal efforts should be directed to the public rather than the instructional portion of non-commercial television."
