Abstract
Arthur C. Nelson, emeritus professor of urban planning and real estate development at the University of Arizona, presents an assessment of the impact of Senate Bill 100 on land use in Oregon over the past fifty years, and of the challenges ahead to 2050 and beyond.
Biographical
Arthur C. Nelson is emeritus professor of urban planning and real estate development at the University of Arizona, where he designed the nation’s largest and top-rated online Master of Real Estate Development program. He is also emeritus presidential professor of city and metropolitan planning at the University of Utah, where he founded the real estate master’s degree and planning doctoral degree programs and the Metropolitan Research Center.
Previously, Nelson was the founding director of urban affairs and planning for Virginia Tech’s National Capital Region. Prior to that, he served as professor of city and regional planning and public policy at Georgia Tech, where he was also adjunct professor of law at Georgia State University.
Nelson is the author of more than 20 books, more than 400 other publications, and is PI/Co-PI of more than $50 million in grants and contracts. He received his Ph.D. in Urban Studies with concentrations in regional science and regional planning from Portland State University in 1984.
In 1972, Nelson began his lifelong academic career in land use planning as a Portland State University student intern on the joint legislative committee on land use that drafted Senate Bill 100 in Oregon. SB 100 led to the implementation of urban growth boundaries, the preservation of resource lands, and statewide planning goals to meet the anticipated needs of population, housing, public facilities, and economic development.
