Abstract
The public community library has a very significant role in developing countries to enhance the level of knowledge within the community, strengthen community members’ relationships, improve reading skills levels, and foster youth educational development. In addition, the public community library is a gateway that bridges the divide between countries by bringing global knowledge and resources to local communities.
Libya is one of the developing countries that missed this great opportunity. In Tripoli, the capital city of Libya, there are only two or three libraries that serve a population of 1.126 million [1]. These libraries do not have the ability to serve all community stakeholder needs. Therefore, many community leadership committees are interested in providing a public community library for their community with all the basic services and resources needed by community members.
