Abstract
Clackamas County Department of Utilities (DOU) reorganized to flatten the hierarchical structure and develop Self-Directed Work Teams. Surveys and an interview were conducted to determine the level of success of this effort. The change process is meeting resistance. Some elements of change were analyzed, and four major causes were identified. The team recommend that DOU continue to implement the reengineering process.
