Abstract

The Oregon Transportation Investment Act (OTIA) is the first significant initiative by the Oregon transportation Commission (OTC) for transportation funding in Oregon in the last 10 years. The OTIA program was passed by the 2001 Oregon Legislative Assembly and amounts to a total program funding investment of $646 million to the state’s infrastructure. All OTIA projects will be constructed during the six-year life of the program. Currently OTC has approved 131 projects totaling $400 million under the original OTIA program.

In this paper our group will analyze Phase 1 of the Farmington Road Project (See Appendix A). Farmington Road is the first Metro area roadway to be improved with funds from the Oregon Transportation Investment Act of 2001 (OTIA). Funding for this project is from the preservation program within OTIA. This project will improve Farmington Road in two phases from SW 198th Avenue to Highway 219. Phase one of the Farmington Road Preservation Project is now complete, and consisted of widening Farmington Road from an average road width of 24 (minimum) feet to 32 feet of asphalt road pavement from 209th Avenue to Highway 219 (Phase 1) [6]. The work on this project included earthwork, storm drainage construction, asphalt paving, and other miscellaneous work required. Baker Rock was awarded the bid as contractor for the project. The company is located on the Farmington Road project making it possible to submit a lower bid because of decreased mobilization costs. The project cost range was set between $700,000 and $1,500,000 [5]. The Contractor hired sub-contractors to do the storm line work, but used its own dump truck drivers and workers to do the aggregate and asphalt work. A sub-contractor was also used for traffic control.
