Abstract
Recent regulatory changes in telemarketing are expected, albeit unintended, to effect telesurveying. A DEA with modified Malmquist analysis focused on the technology frontier change was done to evaluate the unintended effects of regulation. Use of nonparametric statistical methods for analyzing observed frontier change is included.
