Abstract

The role of universities in the countries’ innovation systems has been studied for a long time. In the US practice universities are important players in the technology transfer process. There are different ways of interactions between academia, industry and government which are beneficial for all participants and allow creating new knowledge and implementing it in innovative products.

National innovation systems differ from country to country so is the universities and role that they plat in it. In Russia the research potential is very high. It is well known that Soviet Union’s education system delivered very bright scientists and a large amount of innovative ideas. At that time all the universities were funded form the state’s budget and thus technology was mostly transferred to state-owned organizations (e.g. war industry, heavy industry, etc), state research centers. Nowadays universities try to build their own system of technology transfer, to commercialize knowledge and find partners.

The present project’s objective is to describe the technology transfer in Russian universities, analyze trends, achievements and difficulties. As a case study the technology transfer office of Nizhny Novgorod branch of State University of Higher School of Economics was chosen. This university is one of top-rated universities in Russia; in 2009 it was given a status of national research university. Also it positions itself as a leading university in terms of new ideas, innovations and modern practices in education and research. It collaborates with different universities all over the world and students and faculty have an ability to go abroad to study, work and conduct research. While the Moscow branch is the biggest one and has many connections with political forces, companies and powerful businessmen Nizhny Novgorod is located in less prosperous environment and thus is more representative. Another reason for choosing the NN branch is ability to communicate with TTO manager and good knowledge of university and its connections and environment.
