Abstract
The study has identified the impact of economic cycles to the success and failure of projects. The concept of optimizing project management during the economic downturn (peak-to-trough) and recovery (trough-to-peak) has been posed in this preliminary study. The action items and utilities have been identified during these two distinct phases in economic cycle. To optimize the project management as part of the overall business strategies, we have laid some ground work of modeling with the dynamic programming theory for further studies.
