Notes
Oliver served as U.S. Ambassador to Columbia, 1964-66, and Assistant Secretary of State for Inter-American Affairs, 1967-68. Interspersed with his diplomatic appointments, Oliver taught law at University of Texas - Austin, University of California - Berkeley and University of Pennsylvania. A Mr. Irving provided the introduction to the address, which was presented at the 3rd general session of the Western Meeting of the National Symposium on U.S. Foreign Policy in Portland, April 10-13, 1969.
