Abstract
Jim Owens was interviewed by Claire Puchy and Michael Rupp on February 15, 2024, in Lake Oswego, Oregon.
Owens was a former Polk County land use planner and was appointed to the Land Conservation and Development Commission’s Citizen Involvement Advisory Committee. He became a partner in the planning consulting firm, Cogan-Owens-Cogan.
Biographical
Jim Owens' career as an environmental and land use planner spanned over forty years, beginning as a planner and LCDC liaison in Polk County, Oregon. In Portland, OR, he held positions with Southeast Uplift, the Bureau of Planning, and the management team for Portland's Central City Plan. As a principal with the firm Cogan Owens Greene LLC, Owens' experience as a public policy facilitator and manager includes work with federal, state, and regional agencies including the U.S. Forest Service, the U.S. BLM, the Oregon Department of Fish and Wildlife, the Oregon LCDC, and Metro.
