    Established in 1943 by Oliver E. Smith, who was heavily involved in politics and ran for Multnomah County State Representative in 1944, 1946, and 1948.

    In April 1951, Smith leaves his position as founder and editor due to employment at Bonneville Power Administration. Under "The Hatch Act" Smith was no longer allowed to be involved in partisan political activities.
