Abstract

This report marks the 10th anniversary of the Resident and Community Characteristics Report on Assisted Living (AL), Residential Care (RC), and Memory Care (MC) Communities as part of the Oregon Community Based Care project. This study includes rotating questions that focus on emerging areas of interest in the AL/RC/MC settings based on feedback from ODHS and interested parties alongside a core set of questions that are asked every year or every other year to allow comparisons over time. In this year’s study, we included information about various resident, community, and staff characteristics, including:

• Residents: sociodemographic characteristics (e.g., age, sex, race, ethnicity), length of stay, personal assistance, health conditions, status, and service use, and medication use.

• Communities: capacity, occupancy rates, resident move-in and move-out locations, private pay charges, Medicaid reimbursement to facilities, and staffing.

• Staff: type and number employed (i.e., registered nurse, licensed practical nurse, certified nursing assistant, certified medication aide, non-licensed or certified personal care staff, and activities staff), contract or agency staff use, ability to hire new staff, and challenges to hiring new staff.

This year, for the first time, we asked about the following topics: reviewing and updating emergency preparedness plans, presence of generators, individual unit air conditioning, ability to heat water for baths if there is a power outage, participation in FireWise USA programs, defensible space training, and subjective agreement/disagreement with facility-level emergency preparedness.
