Confucius Institute at PSU (CI-PSU) promotes cultural exchange and cooperation between the U.S. and the People’s Republic of China. In 2007, the China National Office for Teaching Chinese as a Foreign Language (Hanban, now known as Confucius Institute Headquarters ) and Portland State University's Office of International Affairs jointly established the Confucius Institute at PSU as a cultural resource center and non-degree granting entity.

Confucius Institute Headquarters provides materials and resources for hosting visiting Chinese language teachers, as well as a visiting faculty member from Soochow University, Portland State's sister university in China, located in Portland's sister city, Suzhou, China. It also provides support for community outreach and development of non-degree programs related to China and Chinese language studies.
