Barbara Roberts, Oregon's 34th Governor, delivered the commencement address at the Portland State University commencement ceremony on June 7, 1991. She was introduced by PSU President Judith Ramaley.

Portland State conferred a posthumous honorary degree to Nancy Ryles, Oregon legislator and civic leader.
