Abstract
This study examines the administrative burdens faced by tenants in post-filing eviction prevention programs, focusing on Oregon’s Safe Harbor Policy during the COVID-19 pandemic. Safe Harbor, paired with the Emergency Rental Assistance (ERA) Program, aimed to prevent tenants from being evicted while waiting for rental assistance applications to be processed and for the monies to be disbursed, by inserting a long pause in the otherwise short eviction process. Despite its novelty, tenants in post-filing eviction stages faced challenges with tight timelines and navigating both eviction proceedings and ERA applications. This study demonstrates the administrative burden tenants experienced when securing Safe Harbor protection after the eviction cases were filed at court.
