Abstract

This plan from Portland State University's Office of Academic Affairs and Research & Graduate Studies sets out the design of PIVOT, a multi-year initiative launched in response to a projected $35 million structural deficit. It states PIVOT's goals and guiding principles, reviews lessons from the university's prior budget reduction process (including concerns raised by the Faculty Senate), and describes planned modes of engagement and communication. The plan organizes the review into two parallel tracks. Track 1 evaluates academic programs across five evidence domains (student success, market demand, financial performance, mission alignment, and organizational viability) and classifies them as Grow, Sustain, Revitalize, Sunset, or Start. Track 2 evaluates academic support units, centers and institutes, and administrative structures across four domains and classifies them as Invest, Sustain, Reassess, Restructure/Consolidate, or Phase Out. Appendices present the logic model, metrics, classification frameworks, and timeline.
