Elliot L. Richardson was Secretary of Health, Education and Welfare under Richard Nixon. PSU President Gregory B. Wolfe and John Stotler, Director of the Environmental Education Center, also spoke at the event; though their introductions were not recorded.
In his opening remarks, Richardson stresses the need for more knowledge of the relationship between man and his environment, and expresses his hope that institutions such as the Environmental Education Center at Portland State University can help in supplying this knowledge.
The question-and-answer period following Richardson's remarks focuses on his role as Secretary of Education and the possible outcomes of upcoming Congressional legislation on funding for higher education.
