Abstract

Bob Bailey, Bob Cortright, Onno Husing, Becky Kreag, and Patty Snow were interviewed on May 29, 2025, by Mike Rupp and Hui Rodomsky.

Before the establishment of Oregon’s statewide planning program in 1973, Governor Tom McCall and the 1971 Oregon Legislature enacted Senate Bill 687, creating the Oregon Coastal Conservation and Development Commission.

In this interview, five key participants in Oregon coastal land use planning discuss the contributions made by the Oregon Coastal Conservation and Development Commission to the statewide planning program, and the issues identified by the OCC&DC that led to the creation and adoption of Oregon’s four coastal goals.

Biographical

Robert Bailey is a former Department of Land Conservation and Development Coastal Program Manager, and a former planner with the Coos County Planning Department.

Robert Cortright started his career in 1975 as a staff member with the Department of Land Conservation and Development. Bob continued working in DLCD’s Coastal Program until the mid-1980s.

Onno Husing is the former Director of the Oregon Coastal Zone Management Association and current Lincoln County Planning Director.

Becky Kreag is a former staff member with the Oregon Coastal Conservation and Development Commission. Becky later worked for the Department of Land Conservation and Development as a field representative.

Patricia Snow began her career with the Department of Land Conservation and Development’s Coastal Program and later became the Coastal Program Manager after working for the Oregon Department of Fish and Wildlife.

Description

"People and the Land" is a collaboration between the Oregon Department of Land Conservation and Development and Portland State University. The goal of this project is to document and preserve a record of Oregon’s land use program through the recording, transcription, collection and archiving of personal oral histories.

The project is intended to enable Oregon’s statewide planning agency to make a significant, abiding contribution to the body of literature that records and analyzes the politics, policy, and practices that make Oregon's land use program unique.
