From 2019 through 2025, community advocates, the state legislature, Representative Tina Kotek, and later the Office of Governor Kotek, ushered in major changes in how the promise of Goal 10, housing for all Oregonians, was interpreted and administered. The legislative and rule changes expanded the implementation of housing planning from a focus on sufficient land capacity toward a comprehensive framework that accounts for housing needs statewide and mandates local action to promote housing production, affordability, and choice within communities across the state.
In March of 2025, Portland State University Professor Emeritus Sy Adler and former Adjunct Associate Professor Andrée Tremoulet conducted three audio interviews with leaders instrumental in the formation and implementation of Goal 10 housing policies to capture their views regarding legislative changes, and how they might affect the availability of housing for all Oregonians.
Biographical
Edward (Ed) Sullivan is a specialist in land use law with over 45 years' experience. He practiced in Portland with the firm of Garvey, Schubert, & Barer. He served as Assistant County Counsel and County Counsel for Washington County, and as Legal Counsel for the Governor of Oregon. He was a board member of the Oregon Chapter of the American Planning Association and chair of the Housing Land Advocates, among numerous other professional and civic roles. He is an adjunct professor in the Portland State University College of Urban and Public Affairs and has taught planning law at Lewis & Clark Law School and Willamette University.
Description
Oregon's Statewide Land Use Planning Program, adopted in 1973 after the passage of Senate Bill 100, contains nineteen goals or guidelines. Goal 10 provides for the housing needs of Oregon citizens by specifying that jurisdictions must plan for and accommodate needed housing types “at price ranges and rent levels which are commensurate with the financial capabilities of Oregon households and allow for flexibility of housing location, type, and density.” Goal 10 requires each city to inventory its buildable residential lands, project future needs for such lands, and plan and zone enough buildable land to meet those needs. It also prohibits local plans from discriminating against needed housing types. These interviews are part of "People and the Land," a collaboration between the Oregon Department of Land Conservation and Development and Portland State University.
