In May 6, 1952 the Portland Challenger was founded, published, and edited by William Hilliard. Hilliard had recently graduated from Pacific University and recruited friends and neighbors to contribute to the paper. One of Hilliard’s well-known contributors was Richard “Dick” Bogle.

Hilliard also worked at the Oregonian during this time, hired as the first Black employee in the newsroom. In 1965, he became assistant city editor at the Oregonian, and in 1971 he was named city editor.
