Abstract

Crescent Consulting was engaged by Historic Parkrose, a Portland-based non-profit, to analyze vacant and under-utilized properties along Northeast Sandy Boulevard within the Historic Parkrose Business District. The area has been the focus of many planning efforts at the neighborhood, city, and state level that have identified community needs and priorities, yet implementation has been limited. Forthcoming Tax Increment Financing (TIF) funding may create opportunities to implement these plans and encourage reinvestment that will contribute to the corridor’s vitality and economic capacity. This report is a resource for evaluating and prioritizing vacant lot redevelopment opportunities in Parkrose, helping align future investment with community priorities while minimizing displacement risks.

Key Findings:

Displacement pressure in Parkrose persists and remains a primary concern among residents, despite slowing gentrification trends. Residents want future developments to address basic needs, create welcoming community spaces, and improve neighborhood safety and connectivity. Redevelopment opportunities exist along NE Sandy Blvd, but require strategic, place-based investment to overcome factors that limit the corridor’s function as a neighborhood center. Successful reinvestment efforts rely on coordinated plans and funding mechanisms, embedded anti-displacement strategies, and sustained community ownership.
